Q-Day is the name given to the moment a quantum computer becomes powerful enough to break the cryptography protecting most of what we transmit and store — transactions, communications, records, strategy. No one knows exactly when it will arrive. That ambiguity is the problem.
Unlike Y2K, which had a fixed countdown that forced organisations to act, this threat has no date on the calendar — and the window to prepare is closing quietly. Regulators are stepping in to fill that vacuum: the UK NCSC has set migration milestones from 2028 to 2035. The United States signed an Executive Order on 22 June 2026 setting hard deadlines for federal agencies to complete post-quantum migration of high-value systems: 2030 for encryption, 2031 for digital signatures. They are not acting because the threat is imminent. They are acting because without a deadline, nothing moves.
The threat is not waiting for Q-Day either. Intelligence agencies on both sides of the Atlantic confirm that adversaries are already collecting encrypted data today, to decrypt it once the capability exists. The window to act is measured from now, not from Q-Day.
The threat also extends beyond confidentiality. Quantum-capable adversaries will also be able to forge the cryptographic signatures that underpin trust in digital credentials, certificates, and system access — meaning the same capability that unlocks harvested data can also be used to impersonate, infiltrate, and disrupt. Unlike most quantum-threat commentary, PQM addresses all three dimensions.
We have managed forced cryptographic transitions before — SHA-1, TLS — and each took years longer than anyone expected, even after the vulnerability was proven. This one is larger in scale and longer in lead time.
